The State of Nebraska takes all steps we can to deliver email communications to the intended recipient. However, there are a few situations when your e-mail message may be returned to you instead of delivered. Please verify that you have the correct internet address and try is to resend your memo. If your email is still not delivered, please contact your email recipient by phone or fax to see if you can get a correction on the email address.
If you believe the internet address is correct, it is possible that your email is being blocked from entering the state system. Your next step would be to send the email rejection message that was delivered to you and the web links to your Help Desk. They can help you review the information and discover what the problem is. The State of Nebraska has minimum requirements that must be met or e-mail communications may be blocked.
- 1. The sender's e-mail service provider must NOT be on a DNS blacklist. See Mail Server On Blacklist
- The e-mail communication may NOT contain attachments that might transmit a virus. See Blocking Attachments
- The e-mail communication may be identified as a nonbusiness business communication that does not follow the "Acceptable Use Policy - State Data Communications Network" . See Content Filtering
Mail Server On Blacklist - If the message you sent bounced back to you saying that your mail server was found on a DNS black list, it usually indicates that the mail server you use has a configuration problem. You should contact your e-mail service provider with the error message returned to you. Click the following links to find specific information to the DNS blacklist your mail server was listed in:

Blocking Attachments - To reduce the risk of virus attacks, the State of Nebraska e-mail system will only accept attachments that have specific business value. If you receive a message stating that "The file attached to this email was removed because it was not allowed", your message was delivered to the recipient, but the noted attachment was removed. Content Filtering - The State of Nebraska restricts email with unacceptable content. If the message you sent bounced back to you, with the text "Matching Subject:", the message was blocked because of what was in the subject of the memo. You may want to simplify your message by removing any controversial words from the subject and sending it again. Note: Don't blank out the subject or it may be blocked again.
